Just go all out damage doctrines with these guys, take their unique doctrine though for 4 seconds off their incendiary ability, really useful. (or you could be more preservative with them, and instead replace the unique doctrine with a LDS, your choice though, just more expensive). (The two javelin doctrines are mean't to be here but they're not. so put Javelin Attack Doctrine V and Javelin Attack Doctrine V on them too as the last slots).
Unit veterancy progression

Each soldier lights the fuse and throws an exploding javelin. Upon being struck, each enemy will be soaked in naptha. After 2 seconds, an explosion will inflict damage and reduce their Block by a large amount. For a short time afterwards, the Outriders can throw normal javelins more quickly.
The unit throws a volley of incendiary javelins at the enemy, then replenishes their ammo by robbing them. After using this skill, the unit enters an energised state, increasing their Defence for 10 seconds.
